|
Mr. Schock founded W. D. Schock Company, Inc. in September l986 after recognizing consulting needs of airports in implementing Land Acquisition and Relocation programs resulting from Master Plan development and FAR Part 150 Noise Studies. Mr. Schock is nationally recognized by the aviation industry and FAA as an experienced and qualified consultant in the Land Acquisition and Relocation field as well as Purchase Assurance, Avigation Easements and Sound Insulation programs. As an Accredited Airport Executive (A.A.E.), Mr. Schock has more than 35 years of aviation/airport management and consulting experience. |

Mr. Schock served nine years with the Metropolitan Nashville Airport Authority as Deputy Executive Director of Finance and Administration. During his tenure, he was responsible for all financial and administrative functions of the Authority including revenue bonds, investments, risk management, accounting, property management, and procurement. He held two corporate officer positions as Secretary and Treasurer to the Authority's Board of Commissioners. |

Prior to his appointment with the Metropolitan Nashville Airport Authority, Mr. Schock served four years as Senior Aviation Consultant at the firm of Landrum and Brown, Cincinnati, Ohio. He was Manager of Airport Planning and Development in 1972 and 1973 for Mid-Continent Airport, Wichita, Kansas.

Mr. Schock began his career with Continental Airlines, Los Angeles, California, from 1965 to 1972 as Project Manager, Properties and Facilities Division. He directed airport planning, contract administration, and construction at twenty cities served by Continental Airlines and served on numerous property and technical committees negotiating airport development.

Mr. Schock completed requirements in Business Administration and Airport Planning and Design from the University of California, Berkley and the Alexander Hamilton Institute, New York. He is a corporate member of the Southeast Chapter-American Association of Airport Executives and was the Southeast Chapter President and Board Member from 1984-1987. During the last 16 years Mr. Schock has completed many continuing education courses including appraisal analysis, real estate, legal and property management. In past years he has conducted several acquisition and noise mitigation seminars for FAA, ACI and AAAE at various national industry meetings.

Leigh Tanney Lasley, JD, Executive Vice President
|
An attorney, Ms. Lasley oversees Sound Insulation, Sales Assistance, Avigation Easement and Land Acquisition projects at airports in Des Moines, Knoxville, Baton Rouge, Sarasota and St. Louis. Ms. Lasley is extensively involved in the ongoing development of policy and program documentation as well as the negotiation of contracts for disposition of noise impacted properties. In addition, she was instrumental in the development of program policy and documentation on the Pre-implementation Phase of the Lambert-St. Louis International Airport’s Noise Compatibility Program and consulted on the Sarasota-Bradenton International Airport’s NCP. She has supervised the development and implementation of nominal value studies for avigation easement programs that have been approved by the FAA. She served as the Program Manager on the Nashville International Airport’s Sales Assistance, Sound Insulation and Land Acquisition/ Relocation Assistance Programs completed in 1996.
Ms. Lasley is experienced in conducting public meetings to educate homeowners, lenders, realtors, and appraisers on various noise mitigation programs. She works closely with airport management to achieve the program objectives.

| Ms. Lasley coordinates with the firm's staff to achieve DBE participation goals and identify areas where DBE participation may be utilized to the greatest extent. She is also heavily involved in Part 150 implementation services as a qualified Program Director, her primary responsibilities including preparation of the Land Acquisition, Purchase Assurance, Sound Insulation and Avigation Easement Policy and Procedure manuals. |

Ms. Lasley has substantial experience with federal and state regulations pertaining to land use, zoning, and real property issues. Prior to her joining the W. D. Schock Company, Inc., she practiced law for five years, specializing in real estate and regulatory matters pertaining to land use and banking. She also acted as General Counsel to corporate condominium developers and associations and handled commercial litigation.

Ms. Lasley received her Doctor of Jurisprudence from Tulane University School of Law in 1985 and a Bachelor of Arts from the University of Tennessee (where she graduated with Highest Honors). She is a member of the Florida and Tennessee Bar Associations.

|
Harris Morris, Senior Vice-President, joined the firm after more than thirty years with Delta Air Lines, where he retired from his position as Vice President-Properties. Mr. Morris has served as Project Director for sound insulation, property acquisition and relocation projects at Minneapolis-St. Paul International Airport, Laredo International Airport, T. F. Green Airport in Warwick, Rhode Island, St. Louis Airport Authority, St. Louis Mo., Gulfport-Biloxi International Airport and Houston Bush Intercontinental Aiport as well as assisting on other projects as needed, bringing to his duties the wealth of airport experience from his tenure with Delta. Each of these projects have included the overall management and oversight, including but not limited to project start-up, development of project policy and procedures documents, community relations coordination, administration of all contracts for project sub consultants, scheduling, budgeting, file development and maintenance and project close out.

The MSP project involved the acquisition and the land lease termination for 14 separate facilities built on airport property that was leased to others. These facilities include hangars, cargo facilities and a medical facility. There were several financial arrangements, from airport-owned improvements, lessee-owned improvements to third party owned improvements with the facilities subleased to others. The affected areas were required for the new runway 17-35. The task was to negotiate the purchase of the improvements, terminate the land leases (some of which had up to 20 years remaining) and the development of a new lease for replacement facilities on the airport. The overall project was completed in the scheduled time and budget.

At Delta, Mr. Morris oversaw facilities lease agreements and airfield utilization agreements with airport management at 145 domestic and 56 international airports. During his tenure in the Properties Department, Mr. Morris had direct responsibility of the interface with airport management at Hartsfield-Jackson Atlanta International Airport. For 15 years he acted as the primary representative for the Airport as Chairman of the Top Committee. In this capacity he was involved with airport management in the planning and implementation of the land acquisition/noise mitigation program for the airport for both expansion of the airfield and the increased flight activity. Additionally, he managed a program involving the acquisition of approximately fifty residential and commercial properties adjacent and close to Delta's corporate headquarters. These transactions, totaling more than $20 million, included single/multiple family dwellings, a twelve-story office facility, four two-story office buildings and land to accommodate a primary airline facility. He supervised the Corporate and Commercial Services Department for all facility and operations service agreements.
|
In addition, Mr. Morris served as president of the Atlanta Airlines Terminal Corporation, on the Board of Gatwick Handling, Ltd. (London), and as alternate on the Board of a joint venture company that provided aviation services in Russia. Other experience related to the aviation industry included participation on many sub-committees working with legislative and industry groups to further the improvements to the aviation community.

Melissa Wells, Senoir Vice President/Finance Officer
|
|
Since joining W. D. Schock Company, Inc. in January of 1991, Ms. Wells has been responsible for overseeing client budgets pertaining to FAR Part 150 and Part 77 Programs and various other elements related to airport expansion. In this regard, Ms. Wells has been responsible for project cost control and prepares all calculations required for FAA documentation. Additional responsibilities include costing for all projects, financial reports, payroll, and cost accounting functions.

Her degree of knowledge and experience is instrumental in the maintenance and supervision of all accounting/financial files and reports. Ms. Wells is accountable for financial audits for WDSCO, as well as audits that may be requested by various clients. Ms. Wells also has experience and training in the operation of computer systems management and programming.
|
Prior to joining W. D. Schock Company, Ms. Wells implemented accounting systems and conducted the resulting training of employees for regional companies such as General Motors and American General. She is an experienced financial analyst and cost accountant. Ms. Wells graduated magna cum laude with a Bachelor of Science degree in Accounting from Trevecca Nazarene University and received her MBA degree from Middle Tennessee State University. Ms. Wells has won national awards including the Wall Street Journal Accounting Award.

Iray Ledoux, Vice President
|
Mr. Ledoux has over 40 years of managerial experience as an executive in the aviation industry. From 1977 to 1995 Mr. Ledoux was the Director of Aviation for the Baton Rouge Metropolitan Airport. In this capacity he supervised all facets of administration, management, maintenance and operation of the airport facility. During his tenure, he managed over $100,000,000 of capital improvements at the airport and handled contract negotiations with airlines relative to the use of airport facilities. In addition, he developed one of the first Noise Mitigation Programs enacted by the Federal Aviation Administration in the Southwest region.
The Noise Mitigation Program, implemented under Mr. Ledoux’s supervision represented a $40,000,000 commitment to the abatement of noise-related problems in the community adjacent to the airport. Three distinct programs were initiated within this mitigation effort: land acquisition and relocation, sales assistance, and sound reduction. To manage this program, Mr. Ledoux implemented an Airport Information Management System (AIMS) for the computerized tracking management of these programs. The program is widely considered as a model for the implementation of comparable programs at other air carrier facilities.

Prior to becoming the Director of Aviation at Baton Rouge Airport, Mr. Ledoux was Deputy Assistant to the Secretary in the Office of Aviation of the Louisiana Department of Transportation and Development. In this role Mr. Ledoux was responsible for the management of all public use airports in the State of Louisiana and directed statewide activities to enhance both operation and safety programs of these facilities. In this capacity, he served as a consultant to local governing bodies in the implementation of airport improvement programs and the financing of new facilities.

Upon retiring from Baton Rouge Metropolitan Airport in 1995, Iray Ledoux formed his own company, Ledoux-Bacot & Associates, Inc. The firm has received contracts to implement FAA Part 150 Noise Mitigation Programs, city right-of-way acquisitions and relocations, and other state projects. In July of 2000 the firm merged with the W. D. Schock Company, Inc.

Mr. Ledoux was educated at the University of Southwestern Louisiana, has received his Louisiana Real Estate Commission and holds a private pilot’s license. He served on the Board of Directors of Airport Council International from 1989 to 1992. He is a successful professional who has dedicated his life to the improvement of the aviation industry.

Robert B. Swenson, Senior Vice President
|
Mr. Swenson has been with the firm since June of 1994 and holds the position of Senior Vice President. He currently manages land acquisition, relocation and sound insulation activities in the Los Angeles, Phoenix and Minneapolis offices. Mr. Swenson has worked in the right-of-way profession for over fourteen years throughout the country. Prior to W.D. Schock Company he worked as a consultant on right-of-way projects ranging from municipal redevelopment to U.S. Corps of Engineers flood control projects.
In general, Mr. Swenson’s extensive knowledge of the Uniform Relocation Assistance and Real Property Acquisitions Policies Act of 1970, as amended has allowed him to successfully provide program management oversight, contract negotiations, client relations, cost estimating/budget control, quality control, and staff supervision for many clients relating to airports, highways, telecommunications, utilities, and public housing authorities.

Mr. Swenson has been providing consulting services to the Los Angeles World Airports at LAX airport since 2001. As part of a major retooling effort of the airport’s Residential Acquisition Division, Mr. Swenson provided review and recommendations for improving the Division in the following areas: acquisition/appraisal policies, relocation policies, work flow management/phasing plan, financial management, compliance with federal legal requirements, staffing needs, and file management.

|
Recently, the firm was been selected to provide Program Management Services to the City of Phoenix, Aviation Department at Phoenix Sky Harbor International Airport for the Community Noise Reduction Program (CNRP). Specifically, services include all program management activities related to the voluntary residential acquisition program in the designated program area of the airport. Mr. Swenson serves as the firm’s Program Director for all Program Management Services.
|
Mr. Swenson has previously managed the firm’s responsibilities in implementing land acquisition and relocation activities relating to the construction of a new runway at the Minneapolis-St. Paul International Airport. Such activities included the purchase of three hotels, five businesses, two gas stations, an eight building office complex and an electrical substation.
|
|
Additionally, Mr. Swenson has managed several other land acquisition and relocation projects for airports in Minnesota. Also, Mr. Swenson has managed rights-of-way projects that included providing acquisition, relocation and property management services to public housing authorities, county highway authorities, right-of-way acquisitions for telecommunications companies, title investigations for utilities, easement acquisitions and other right-of-way services to public entities.

Mr. Swenson attended Iowa State University where he obtained a Bachelor of Science degree in Community and Regional Planning. He has also completed necessary course work for a Masters of Arts degree in urban and regional planning from Minnesota State University at Mankato.

Steve Mollica, Vice President of the Northeast Region |
Mr. Mollica served as the Director of the Bureau of Relocation for the Massachusetts Department of Housing and Community Development. In that position, he was directly responsible for all matters pertaining to the regulation of the Massachusetts Relocation Assistance Program as provided for under MassachusettsGeneral Laws, Chapter 79A and applications to land acquisition and relocation services under the Federal Relocation Act of 1970, 49 CFR, Part 24 as amended.
In this capacity he personally oversaw dozens of projects undertaken by various state and local agencies in Massachusetts which resulted in the displacement of hundreds of businesses and residences. Additionally, he reviewed and approved relocation plans and claims, mediated disputes between displacing agencies and displaced persons, as well as provided continuous technical assistance to public agencies engaged in acquisition and relocation projects.

Mr. Mollica drafted encompassing revisions to the regulation governing relocation assistance in Massachusetts. He also prepared a handbook for use by public agencies engaged in residential and commercial displacement projects. In addition, he has a number of relocation and acquisition publications to his credit. Publications include “Appraising Property’s Value Different in Public Acquisition,” (Banker and Tradesman, November 1995); “State Relocation Program Moves Companies from Project’s Way” (Banker and Tradesman, February 1996); “Tenant-Owned Improvements Affect Public Appraisals,” (Banker and Tradesman, November 1995); and “Scrap the Bond Rating,” (Beacon Hill Institute, 1991). |
Mr. Mollica is a member of the International Right of Way Association and has served as a regional representative on the Relocation Assistance Committee. He was a featured panelist at the IRWA Relocation Symposium in Albany, NY, 1994, and made two presentations at the 2001 IRWA/FAA Land Issues Conference. He was also an appointed member of the Ipswich Government Study Committee. |
He has a Bachelor of Arts degree from Boston University and attended the Fletcher School of Law and Diplomacy with studies in International Economics. He also attended the University of Geneva in Switzerland in an exchange program with Kent State University.

Mr. Smith has 35 years experience in facilities planning, design and construction management. He has been responsible for the construction and/or management and inspection on over $276,000,000 worth of new construction or major renovation projects. During Mr. Smith's tenure with our firm, he has provided construction management and inspection services on several FAA Part 150 sound insulation programs comprising over 6,000 residential units located in Tennessee, Florida, Missouri, Virginia, Mississippi and Texas. This diverse construction experience provides clients with a unique and effective approach to solving their facility construction needs.
Prior to joining W.D. Schock Company in 2001, Mr. Smith worked as Director of the Construction/Project Management Division of John Coleman Hayes, P.C. In this position he was responsible for all facets of work including design, quality control and overall project and construction management services. From 1980 to 1988 Mr. Smith served as Construction Project Manager, Facilities Planning and Construction for the Texas A&M University System, College Station, TX.

Eduardo Gonzalez, Regional Vice President |
Mr. Eduardo Gonzalez joined W. D. Schock Company in January 2000 as Senior Project Manager for the current sound insulation, land acquisition and relocation programs for the City of Laredo International Airport. Mr. Gonzalez has over 22 years of project management, data processing, purchasing, construction, land acquisition and relocation related experience and is a licensed Texas real estate broker.
A Texas native, Mr. Gonzalez’ bi-lingual skills have been essential to communication with Spanish-speaking property owners in the Laredo area, and to the translation of complicated state and federal documents into their native language.
His former experience includes Project Superintendent for Leyendecker Highway Contractors, a construction company which served municipalities and the Texas Department of Transportation. He provided engineering, survey, easement, land acquisition and relocation tasks as well as public relations, cost control, coordination, budgeting, scheduling, and materials and supplies purchasing.

Mr. Gonzalez also, owned and operated a paving and utility construction company, providing services to municipalities and private clients, managing all aspects of operations. He has also been involved in residential construction. This included personnel management, material acquisition, payroll, accounts payable and accounts receivable. |

Schock Company as a Project Manager, Mr. Gonzalez worked for the City of Laredo, Community Development Division, he was assigned by the department director to the land acquisition and relocation program at the airport and was instrumental in developing and implementing all aspects of the Noise Abatement Program; following the Department of Federal Aviation Administration guidelines and procedures. |
| Mr. Gonzalez has attended numerous Federal Aviation Administration and International Right of Way Association conferences and workshops to continue to be updated on the latest FAA requirements to more successfully manage Noise Abatement Programs. |
Greg Bridger , Mid-West Regional Vice President |
Mr. Bridger began his association with the W. D. Schock Company, Inc. in 1989, working alongside the firm on the Metropolitan Nashville Airport Authority Land Acquisition Program. His involvement with the project was as relocation coordinator for the Town Park acquisition/relocation program. The Town Park project involved the purchase of over two hundred homes and the relocation of 105 families and five businesses to clear the safety areas of a new runway.
He later served as relocation project manager for the Colorado Springs Municipal Airport. On this project Mr. Bridger oversaw the relocation of 165 families and a large number of light industrial businesses. As part of the program, an industrial development was created to relocate businesses from safety areas within the airport environs to excess land previously acquired by the airport.
Later, Mr. Bridger was selected as project manager for the Port of Bellingham in Washington State. This program involved the relocation of two subdivisions and provided assistance to a number of businesses affected by airport expansion and noise. During his tenure at the Bellingham Airport he also served as program manager on airport land acquisition projects at the Duluth, MN and Warroad, MN airports. Mr. Bridger also assisted as technical advisor on airport programs in Milwaukee, WI and Sarasota, FL during this time.

At the completion of the Bellingham program Mr. Bridger was promoted to Director of Real Estate Services. In this position Mr. Bridger coordinated airport land acquisition programs in Glendale, AZ and Flint, MI while serving as project manager for the airport land acquisition programs in Iowa City, IA and Pensacola, FL. During this time he also provided development and property consulting services to the airports in Brainerd, MN and Rochester, MN.

In 2000, Mr. Bridger provided services at the St. Louis Lambert Airport in the acquisition and relocation of runway safety areas and became the firm’s project manager for the Metropolitan St. Louis Sewer District and the Consolidated North County Levee District.

| In June of 2002 Mr. Bridger was assigned as Project Manager for the O’Hare Modernization program. The O’Hare project involved the relocation of three runways and construction of one new runway. The land acquisition project was initiated for the acquisition of approximately 700 parcels and the relocation of over 530 families and 160 businesses. The businesses varied from restaurant and retail shops to large manufacturing and warehouse distribution centers. |

Mr. Bridger has held a Real Estate Broker’s license since 1989, qualifying as a broker in Missouri, Iowa, Florida and Illinois. He is a member of the International Right of Way Association and has completed all their coursework related to relocation assistance. He has been invited to instruct courses by the Federal Aviation Administration in land acquisition project management for local airports. He attended Missouri State University (71’-76’) majoring in business and psychology. |
| Mr. Bridger joined W. D. Schock Co., Inc. in March of 2007 as compliance auditor for various programs. In September he accepted the position as Midwest Regional Vice-President. |
