State and Municipal Right of Way Services
W.D. Schock Company, Inc. is expanding to specialized fields within the Land Acquisition area of its business.  One of these fields is Land Acquisition for highway projects.  These projects are performed by a consultant for clients such as State Departments of Transportation and Municipalities, who require the land acquisition expertise of a consultant due to understaffing, conflict of interest, and certain expertise.

Precedents were set years ago that Right-of-Way Agents perform title searches, prepare legal descriptions (as they are specialized and tied to Centerline Station Numbers in the Roadway as well as Survey calls and must conform to the requirements of the client) and prepare  deeds and agreements in a format required by the client. The Client certifies and approves the experience of the Right-of-Way Agent performing these services.

The Right-of-Way agent determines the ownership of the tract of land being acquired, receives fair market value appraisal from the client (or in some cases, the W.D. Schock Company contracts appraisal work for the client), prepares an offer letter and agreement, etc.  The right-of-way agent presents the offer to the property owner and explains detailed engineering components of the highway project and how this affects the property owner. The Right-of-Way Agent then negotiates a settlement for the required right-of-way.  Once an agreement is reached, the funds are ordered from the client and the tract proceeds toward closing.

The W.D. Schock Company has a trained Document Specialist on staff to perform the closing duties.  The Specialist updates the title work prepared by the Right-of-Way Agent and determines who is required to sign the deed and documents to file.  The document specialist prepares the deed on the format or on the form required by the client (state or municipality). 

The W.D. Schock Company contracts experienced senior right-of-way agents or engineers  (approved by the client) to prepare legal descriptions from the project plans and inserts the legal description into the plans.  The document specialist obtains lein releases from appropriate mortgagees and/or other lein holders. The document specialist prepares the closing statement, including proration of taxes, loan payoffs, etc. and handles the payment of taxes, loan payoffs and meet seller at closing , after performing final title search.  The document specialist certifies the accuracy of the title work and closing statement.

Land Acquisition
Turn key services including appraisal and review, Environmental Phase I reports, land surveys & descriptions, budgets, schedules, title work, offers, negotiations, closings and recording of legal documents.
Relocation
Complete relocation services, including planning, assessment interviews, budgets, schedules, housing market surveys, comparable housing studies, processing homeowner claim forms, moving estimates and applicable reports.
Program Policies and Procedures
Develop program policy manuals that are essential to consistency of the overall program and its application to the public.
Property Management
Provide for the care and maintenance of acquired property for Sales Assistance and Land Acquisition programs and including ; grounds maintenance, building care and maintenance, security, pest control, etc. The firm also provides for property resale (if required), demolition, site clearing, rental assessment, and agreements.
Records Management / Quality Assurance
Meticulous record keeping. Completed files are then forwarded to the client for review and acceptance.
Expert Witness Testimony
Expert Witness Testimony is provided in accordance with client's legal counsel direction in land acquisition condemnation cases. We also provide on behalf of our clients, witness services and depositions concerning Part 150 Implementation Program law suits, rules, regulations and common FAA applications as they may apply to a program.
